One cannot change the khata without valid documents (Ex: sale deed, gift deed, transfer deed, Partition deed, will, and court order etc..)
In my opinion, either your relative should be having valid document or malfunctioned the khata.
If you have valid documents to prove that your relative acquired the land illegally, file court suit. Court order may help to recover the land acquired by your relative illegally.
