From 1 January 1989 ,it is compulsory you submit birth certificate for applying passport. But your mom's date of birth is 1960, so you do not need birth certificate. You submit your mom Aadhar card ,pan card or voter card. Those cards contain date of birth that DD/MM/YYYY format.
