If you want to apply for a fancy number then you do not need to apply for RTO.

Kindly go through the below link to book fancy number:

Parivahan website

1. Click on the " New public user" link to Sign Up. After that, you can book a fancy number

Note: If the online services are not available in your state, kindly contact the concerned transport department(RTO) to manually apply for a fancy number.
