I want to start a ice plant. Building no ok. But panchayath has not given licence and installation of machine permission. How I can do can it through k swift ?

You can apply for a Panchayat License  through K-SWIFT portal and need to wait only for 30 days for a proper response and if you don't receive any reply within the time, then you will be eligible for the deemed license. Deemed License may only come into force if the concerned LSGD authority fails to respond to your request, but it is necessary to provide all clarification requested by the LSG Department regarding your establishment.
