I took NOC from a state about 8 years ago and not registered in migrated state. As the owner is working abroad is there any way to get it to be registered in migrated state or transfer RC to siblings?

  RC ഓണർഷിപ് മാറ്റാൻ അക്ഷയ വഴി ഓൺലൈൻ അപ്ലൈ ചെയ്തു . 5 ലക്ഷം ആണ് തുക . എന്നാൽ പാൻ കാർഡ് വേണ്ട എന്നാണ് അക്ഷയ സെന്ററിൽ ഉള്ളവർ പറയുന്നത്. ഡോക്യൂമെന്റസ് അപ്‌ലോഡ് ചെയ്ത ചെയ്ത ശേഷം ഇ-ടോക്കൺ എടുത്ത് RTO ൽ പോകണം എന്നാണ് അക്ഷയ സെന്ററിൽ നിന്ന് അറിയിച്ചത് . അവർക്കു പുതിയ മാറ്റങ്ങൾ അറിയാത്തത് കൊണ്ട് പറഞ്ഞതാണോ ?
