I own a Santro XING XL 2004 model. My car's RC expired on 03-2019. The car is registered in Delhi and physically the car is now in Jharkhand state. Now I want to get NOC for my car from the authority so that I can get it re-register in Jharkhand.

As per rules registration of any private vehicle is done for a maximum period of 15 yrs. and after completion of 15 years every registered owner is required to get his vehicle re-registered from the same transport office where it is already registered.

However, in Delhi, due to air pollution, National Green Tribunal has banned the usage of diesel vehicles on Delhi-NCR roads which were more than 10 years old and petrol vehicles which were more than 15 years old.

In this case, I am not sure whether you can renew your expired RC now.

In case, if it is possible to renew RC, then you can follow the below process.

Process to renew RC

Following documents are required for renewing the RC

• Application on form 25.
• Registration certificate in original.
• Proof for the payment of up-to-date road tax paid.
• Self Attested copy of insurance certificate.
• Self Attested copy of pollution under control certificate.
• Payment of tax dues if any.
• Prescribed fee.
• Self Attested copy of PAN card or Form 60 & 61 (as applicable).

The vehicle is brought to the zonal office for inspection of its Roadworthiness if the vehicle is found fit to be driven on the Roads, the re-registration permission is given thereafter. 

Process to get NOC from RTO in Delhi

If a registered owner of a vehicle intends to take his vehicle to some other state & get the same re-registered there, can apply for NOC on prescribed form-28. The following are the required / formalities to be completed.

• Application on form 28 (in Quadruplicate)
• Self Attested copy of the registration certificate.
• Evidence of payment of road tax up-to-date.
• Or no road tax dues certificate from the tax-collection authority.
• Valid PUC/ Valid Insurance.

NOTE: Issue of NOC is subject to clearance from N.C.R.B only.

Process to Re-register Vehicle in RTO in Jharkhand

If a registered owner of a vehicle brings the vehicle to Jharkhand, which is already registered in some other state after obtaining a N.O.C from the concerned state can apply for re-registration in Jharkhand, The documents required are as under:

• Other state registration certificate in original.
• Form 28 (NOC in duplicate)
• Form 27.
• Form 20.
• Attested copy of address proof.
• Attested copy of valid insurance.
• Attested copy of pollution under control certificate.
• Challan clearance from traffic police or enforcement wing of transport department. On case of commercial vehicle only.
• Fitness certificate issued by the board of inspection.
• Road tax (as applicable)
• Prescribed fee for registration.
• PAN Card or Form 60 & 61(as applicable)
• Parking fees
• Certificate manufactured regarding emission norms

Note: Such registration of vehicle are subject to clearance from National Crime Record Bureau. The Transport Department arranges the clearance certificate themselves.
