First of all you have not informed whether your land is a private Patta land or Govt Assigned land, because for both the lands Pattadar Passbooks will be issued, if yours is a private Patta land you meet the concerned VRO and verify the RSR, whether your S.No. is noted as Govt or Patta, if it is Patta land in RSR, ask the VRO for the procedure, if not satisfied meet the Tahsildar for remedy
