I have a pre-owned car and it shows fastag is blacklisted. And i dont have contact of the 1st owner. How should i solve this problem?

You need to get in touch with the previous owner of the vehicle anyhow & ask him/her to surrender the said tag & then apply for a fresh one. You can still get one registered on your name now from another bank but still the old one needs to be surrendered in order for you to not face future inconvenience.
