If you have downloaded the certificate issued by Village Officer, then it is valid.You can take a printout of the certificate and use it.

I took my Two Wheeler Licence from Pondicherry on 2004. That time I was studying my PG by stayting my relative home there (Father's Sister family). Now I can see this licence detail in parivahan website also by search. In 2007, I was at chennai for my job and took Four wheeler licence there. This licence is not found in the parivahan website. I don't know why. Can you please guide which is the best option to change both licence to Kerala as one licence. I am worried about Four wheeler licence as this was not found in the parivahan.
You can not hold two different licenses at a time. So forget about merging.
