You can ply your vehicle in Bangalore for a period of 11 months without re-registering it. After that you need to register it. 

If NOC is issued from RTO in Jharkhand, then it means that Vehicle doesn't belong there. You need to get it re-registered in RTO at Bangalore within 6 months.

As you are staying in Bangalore for a longer duration, you need to pay road tax. Road Tax cannot be paid on an yearly basis. You have to pay it in one go. Also, road tax in Bangalore is one of the highest in the country. You can check road tax here.

If you pay road tax in Bangalore, you can apply for refund of road tax you originaly paid at Jharkhand when you bought the vehicle.

Car movement from Jharkhand to Bangalore involves the following steps.

  1. Get NOC from Jharkhand
  2. Apply for Vehicle Re-registration in Bangalore
  3. Pay Road Tax in Bangalore

The point to be noted is that you can drive your vehicle in Bangalore for 1 year without paying road tax or re-registering it. If some cops caught you after this period, make sure that you have some evidence, such as toll receipt or something, to show that you have got into Bangalore limits within last 1 year.
