It is to inform you that DigiLocker account can be opened through Indian mobile number in India only.
If you are using Indian mobile number and you are in somewhere outside from India, then you will not be able to get OTP on your Indian mobile number because of timezone factor.
Also, please note that DigiLocker is created in such a way that it will accept only 10 digits of Indian mobile number. Other country's mobile number is not acceptable at all in current scenario.

I am unable to download certificates and mark sheet because I entered the name that was given in my Aadhar card which is my name starting letter is uppercase and other letters followed by first letter will be lowercase. But in my registration from school to CBSE board they had given my name in full uppercase letters which i was unware of.
