I am applying for EC in Kaveri online service portal but it is not directing me to make payment. It will just give the popup on modes of payment. What to do?

It happens for me too, two reasons 

  1. Already an existing transaction in progress, we may not able to initiate the new transaction when an existing transaction in progress. 
  2. Server issue

To sort this issue, retry the transaction after some, maybe couple of hour later
