Hello as you are a service provider you can get GSTN for your business if turnover come to 20lakh or more then you have to register in GST. If you are residing in government quarter you can take NOC from the father and also with the Gazatted officer of the department and can run the business. Or if there is any issue in registration can take a help of Tax  Practitioner or Ca.
