I already paid Rs 9000 to a plumber contractor without any receipt, and now he's asking for another Rs 9000. Is there anyone who can intervene and help me with this situation?

  എന്റെ പുരയിടത്തിൽ കുഴൽ കിണർ കഴിക്കുന്നതിനു, തങ്ങൾക്കു കിണറിൽ വെള്ളം കുറയും എന്ന കാരണം പറഞ്ഞു അയൽവാസി തടസം നിൽക്കുന്നു. ഞങ്ങൾക്ക് വെള്ളത്തിനു ബുദ്ധിമുട്ടുണ്ട്. കിണർ ഇല്ല. വാട്ടർ അതോറിറ്റി കണക്ഷൻ ഉണ്ട്. അയൽവാസിക്ക് ഇങ്ങനെ തടയാൻ അവകാശം ഉണ്ടോ?
