As per the latest instructions of the CCLA survey has to be carried out irrespective of adjacent farmers consent and report has to be submitted to the Tahsildar

You can ask the mandal surveyor to issue the Notice via speedpost. After three attempts mandal surveyor can measure and issue the certificate.
