How long is one and same certificate valid? Who will issue it if i have to produce before the American consulate? Is it valid for use if my name is different in land related documents?

One and the Same certificate has lifetime validity now.
If the certificate is to be submitted to any institution within Kerala or to the Government of Kerala, then Village Officer has to issue it. If the certificate is to be submitted to any institution outside of Kerala or to the Government of India, then Tahsildar has to issue it.

It is valid for use in land-related documents as well.

However, it is the prerogative of the American Consulate to accept the certificate issued by a Village Officer/Tahsildar or not. American consulate will have list of government bodies for which they accept the certificate. So you need to check with them.
