Yes, can file the new khata application
Apply BBMP khata application on Sakala Online service on http://www.sakala.kar.nic.in/online/Login.aspx

Scan copy of following documents require for new khata application:
- Sale Deed
- Encumbrance Certificate
- Tax paid receipt
