For getting an OBC certificate, will my sibling’s income be considered to family income or only my parent’s income?

Only your parent's income will be considered for getting an OBC certificate. Creamy layer is based on the status of your parents.
Also, please note that salary and agricultural income are not to be considered as income for calculating annual income for creamy layer status.
