Define Sakala Appeal Process in Karnataka?

On raising an Appeal Citizen will be provided with a First Appeal number (FAP), which acts as an online appeal tracking reference number.

This appeal will be considered as first appeal and placed before a Competent Officer associated with that particular department where the citizen had applied for the service. The Competent Officer has been given the authority of redressing the grievance and a stipulated time also has been fixed for this redressing process.

If Citizen or the designated officer is unhappy with the verdict delivered by the Competent officer they can further make a second appeal through a similar appeal rising process and this appeal will be heard and redressed by the Appellate Authority related to the requested service.

Appellate Authority can be Head of Department under Government of Karnataka, Regional Commissioner/Equivalent Officer, Deputy Commissioner/CEO/SP, Assistant Commissioner or any Equivalent Officer. The designation of Competent Officer as well as Appellate Authority is already fixed for each and every service under Sakala and citizen can easily get access through this information through Sakala Act Book (Service Compendium).

The verdict delivered by Appellate Authority is final and further no appeal can be raised nor can the matter be moved to the court.

Under the appeal process if Designated Officer found to be guilty citizen can claim in the cash compensation of 20 Rs. Per day for the delayed period to a maximum total compensation of Rs.500 along with the delivery of that particular service. The Compensation cost will be proportionally deducted from the salary of Designated officer or his subordinate who is responsible for the delay of service.
