Complete Guide on RTO Services in Karnataka

Regional Transport Office (RTO) is a government organization responsible for issuing vehicle related certificates in India. Following services are undertaken by RTO.

  1. No Objection Certificate
  2. Ownership Transfer
  3. Vehicle Re-registration
  4. Fitness Certificate
  5. Hypothecation Cancellation
  6. Duplicate RC
  7. Change of Address in RC

Note: As every state in India has their own motor vehicle acts, we have used the example of Karnataka to explain RTO process in this guide.The process and documents required will remain the same across different States with minor variations.

1. No Objection Certificate (NOC)

NOC is done to check whether there are no dues of tax on the vehicle and to confirm that the vehicle was not involved in any illegal activities. NOC needs to be obtained from the RTO where the vehicle is registered.

When should I obtain NOC?

NOC is required in two cases.

1. Vehicle re-registration

NOC is required when you want to obtain a new registration mark in migrated state. While transferring a vehicle from one state to another, NOC is required from the RTO where vehicle is registered.

2. Ownership Transfer

NOC is required when you transfer the ownership of vehicle to another person. Name of new owner will be recorded in the certificate of Registration, only after obtaining the NOC.

An NOC is valid only for 6 months. So you need to get re-registration of vehicle or transfer the ownership of vehicle with in this period.

Documents required for obtaining NOC

Following documents are required for NOC of vehicles.

  • CMV FORM 28 in quadruplicate (4 copies) for issue of No Objection Certificate
  • Registration certificate
  • Insurance certificate
  • Pollution Under Control certificate
  • Consent of Financier on CMV form 28 (if the vehicle is covered by Hypothecation, HPA or a lease agreement)
  • Permit and fitness certificate (applicable for commercial vehicles)
  • Pencil print of the chassis number for the CMV 28 form
  • Photo identity and address proof

How to obtain NOC ?

None of the state governments in India currently allow online application of NOC. Owner of the vehicle needs to visit the local RTO to submit application for the NOC. Please follow the below process to obtain an NOC for your vehicle

  • Submit form CMV 28 (Application and Grant of NOC) in the RTO in which your vehicle is registered along with the required documents as mentioned above.
  • Once you submit all the applications, RTO will obtain a report of the vehicle from police authority to check if the vehicle is involved in any criminal case or stolen.

NOC charges

NOC is free of charge. However, a self-addressed envelope with stamps of required worth should be affixed with form to speed post the RC book, once NOC is cleared.

Time required to obtain NOC

If there are no incidence, then RTO will issue NOC in around 7–20 business days.

2. Ownership Transfer

There are two types of ownership transfers.

a. Ownership Transfer within the State

b. Ownership Transfer outside the State

a. Ownership Transfer within the State

This happens when you are planning to sell the vehicle outside the jurisdiction of your RTO but within the state itself. Seller shall report the fact of transfer within 14 days of transfer to the RTO where vehicle is registered. Process involved are as follows.

1. Obtain NOC from RTO where vehicle is registered

Every state has multiple RTOs. If you sell your vehicle outside the jurisdiction of RTO where it is registered, but within the state itself, then you need to obtain No Objection Certificate (NOC)/ Clearance Certificate (CC) from the RTO where your vehicle is registered. You need to submit the following documents to obtain the NOC/CC.

  • Clearance certificate request letter
  • Original RC book
  • Insurance copy
  • Copy of Pollution Under Control Certificate
  • Self-addressed clothed envelope with Rs.30 worth of stamps affixed on it for speed post

NOC application is free of charge. You will receive NOC/CC along with the updated RC book in speed post within 3–4 weeks.

2. Apply for Ownership Transfer at new RTO

Once you have obtained NOC, apply for ownership transfer at new RTO using the following documents.

  • Form No. CMV 29 (Notice Of Transfer Of Ownership Of A Motor Vehicle) in duplicate
  • If the vehicle is covered under Hypothecation/HPA/Lease, Form no. CMV 30(Application for Intimation and Transfer of Ownership of a motor vehicle) shall be produced in duplicate with the consent of financier.
  • Original RC book
  • Insurance copy
  • Copy of Pollution Under Control Certificate
  • Copy of address proof
  • Copy of PAN card
  • One passport size photograph of the person who buys the vehicle
  • Self-addressed clothed envelope with Rs.30 worth of stamps affixed on it for speed post

Ownership Transfer outside the State

This happens when you are selling vehicle to someone residing outside the State where the vehicle is registered. Seller shall report the fact of transfer within 45 days of transfer to the RTO where vehicle is registered. Process involved are as follows.

a. Obtain NOC from RTO where vehicle is registered

Following documents are required to obtain NOC from RTO where the vehicle is registered.

  • CMV FORM 28 in quadruplicate (4 copies) for issue of No Objection Certificate
  • Registration certificate
  • Insurance certificate
  • Pollution Under Control certificate
  • Consent of Financier on CMV form 28 (if the vehicle is covered by Hypothecation, HPA or a lease agreement)
  • Permit and fitness certificate (applicable for commercial vehicles)
  • Pencil print of the chassis number for the CMV 28 form
  • Photo identity and address proof

Once you submit all the applications, RTO will obtain a report of the vehicle from police authority to check if the vehicle is involved in any criminal case or stolen. If there are no incidence, then a clearance certificate will be issued. NOC application is free of charge.

b. Apply for Ownership Transfer at RTO in the migrated state

Once you have obtained NOC, apply for ownership transfer at new RTO using the following documents.

  • Form No. CMV 29 (Notice Of Transfer Of Ownership Of A Motor Vehicle) in duplicate
  • If the vehicle is covered under Hypothecation/HPA/Lease, Form no. CMV 30(Application for Intimation and Transfer of Ownership of a motor vehicle) shall be produced in duplicate with the consent of financier.
  • Original RC book
  • Insurance copy
  • Copy of Pollution Under Control Certificate
  • Copy of address proof
  • Copy of PAN card
  • One passport size photograph of the person who buys the vehicle
  • Self-addressed clothed envelope with stamps of required worth affixed on it for speed post

Time required for Ownership Transfer

Registration certificate with new owners name will be received with in 3–4 weeks.

Charges for Ownership Transfer

Charges for ownership transfer fee is as follows in Karnataka RTO.

If the ownership transfer application is not made within 14 days from the date of transfer of ownership, compounding fee of INR 25/- per month for delay subject to a maximum of INR 100/- shall be paid.

3. Vehicle Re-registration

Why should I re-register my vehicle?

As per the Motor Vehicle Acts of different States, if you take your bike from home State to any other State, you need to get it re-registered within 6–12 months from the date of arrival in to migrated State.

Also, when you relocate to a new address the registered address of Vehicle should also be changed. In Karnataka, the vehicles migrating from other States should file an application for noting change of address within 30 days from the day vehicle enters the State.

Documents required for Vehicle Re-registration

The vehicle owner shall produce the following documents for re-registration of bike in Bangalore.

  • No Objection Certificate (NOC) in form CMV 28 or postal acknowledgement for having sent application for issue of no objection certificate to the concerned registering authority
  • Application form CMV 27
  • Registration certificate (RC Book)
  • Tax Card
  • Insurance certificate.
  • Consent of the Financier.
  • Pollution under Control Certificate.
  • Prescribed fees and difference of tax if any.

All the related applications shall be filed before the Registering Authority and Vehicle shall be produced for inspection in the premises of the R.T.O. in case it is not inspected earlier.

How to get vehicle re-registration done in Bangalore?

As per the Karnataka Motor Vehicle Act 1957, if you take your bike from home state to Bangalore, you need to get it re-registered within 11 months from the date of arrival in to Karnataka State. Re-registration of vehicle involves the following tasks.

1. Get NOC for your Vehicle from RTO where it is registered

2. Pay Life Time Tax (Road Tax) in Bangalore

3. Get Registration Certificate of your Vehicle and New Vehicle Number from RTO in Bangalore

Following steps are discussed in detail here.

1. Get NOC for your Vehicle from where it is registered

Before transferring a vehicle from one state to another , NOC is required from the RTO where vehicle is registered . In case NOC has not been obtained at the time of migration, the registered owner is required to apply in CMV Form 28 to the parent RTO along with documents for issue of NOC. In case, no reply is received from the previous RTO even after 30 days, the registered owner shall submit a copy of applied CMV Form 28, along with the postal acknowledgement for having submitted the required forms to previous RTO, and a declaration stating that the application for “NOC has neither been rejected nor any reply received from the previous registering authority” to whom the application has been made.

2. Pay Life Time Tax (Road Tax) in Bangalore

  • Find the correct RTO as per your residential zone. Bangalore is divided into multiple zones and every zone has dedicated RTO. The information is available at RTO website.
  • Fill the FORM 14 (KMV- T?—?14). This form is required for Life Time Tax (LTT) calculation. The Original Invoice and NOC should be accompanied with this.
  • If tax is less than INR 3000, payment can be made over the counter. If tax is more than INR 3000, a demand draft for the tax amount needs to be paid in favor of RTO.

3. Get Registration Certificate of your Vehicle and New Vehicle Number from RTO in Bangalore

  • Fill Form 27. This form is required for obtaining the Karnataka Registration mark.
  • Following forms are required for obtaining the registration certificate of your vehicle
  • Copy of LTT payment
  • FORM-14 which had the Tax calculation on it
  • Form KMV 27: This form is required for informing RTO about migration of your vehicle to Karnataka
  • Form CMV 33: This form is required for informing RTO about change of address of your vehicle
  • Form CMV 27: This form is required for obtaining the Karnataka Registration mark
  • Address Proof: If you are new to Bangalore, you can get a notarized affidavit stating your local address as rental agreement is not accepted by RTO
  • Attach the HR letter from company
  • Insurance Copy
  • PUC copy
  • ID proof
  • Attach the self-addressed envelope with required postal stamps

Time required for Vehicle Re-registration

It will take around 30–35 working days to get your vehicle re-registered in Bangalore.

Charges for Vehicle Re-registration

For re-registration of vehicle in Bangalore, you need to pay Life Time Tax (LTT) or Road Tax. LTT is calculated based on the price of vehicle and also on the age of vehicle. Life time of vehicle is assumed to be 15 years, so older your vehicle, lesser LTT you need to pay.

If LTT is less than INR 3000, you can pay it directly at the RTO office. Otherwise, a demand draft needs to be drawn in favour of the “Regional Transport Officer”.

In addition to it, additional fee needs to be paid for changing the address of your vehicle to new address and renewal of registration certificate (RC). However, these charges are nominal.

4. Fitness Certificate

Fitness certificate for vehicles are granted for a period of 2 years at the time of the registration. All vehicles shall carry valid fitness certificate to ply on road.

Documents required for Fitness Certificate

Following documents are required for fitness certificate.

  • Filled up Form KMV 20
  • Original Registration Certificate
  • Copy of Insurance Certificate
  • Copy of Road Tax receipt
  • Copy of Pollution Under Control Certificate
  • Copy of Id and address proof

How to get Fitness Certificate?

Steps involved in application for fitness certificate are provided below.

  • Apply for renewal of fitness certificate in Form KMV 20. Form is available at http://transport.karn...
  • Fill up the form with required details.
  • Submit the form along with following documents.
  • Original Registration Certificate
  • Copy of Insurance Certificate
  • Copy of Road Tax receipt
  • Copy of Pollution Under Control Certificate
  • Copy of Id and address proof
  • Pay the required fee. In case of two wheelers, it is INR 200.
  • Produce the vehicle in good condition for inspection at RTO

After the inspection, if the vehicle complies with the requirements of chapter VII of Motor Vehicles Act, the fitness certificate will renewed. The validity of renewed fitness certificate is one year.

Charges for Fitness Certificate

Fitness certificate vary based on the type of vehicle. Approximate charges for getting a fitness certificate is listed below

For two wheelers, it is INR 200.

New Smart Card: INR 100

Total charges may vary from INR 300—INR 1000.

5. Hypothecation Cancellation

If you buy a car using car loan from a bank or financial institution, car will be registered in the name of bank or financial institution which lends money to buy it. Registration Certificate (RC) will have the name of the lender in it. This is what is called hypothecation of your car to the lender.

It will not be yours until you pay back the loan. Once you pay back the loan, you should get the name of lender removed from RC book and add your name to it. This process is called hypothecation removal or hypothecation cancellation.

Documents required for Hypothecation Cancellation

Following documents are required for hypothecation cancellation

  • NOC from Bank
  • Form 35
  • Original Registration certificate
  • Copy of Driving License
  • Copy of Insurance policy
  • Copy of PUC
  • Copy of Owner’s Aadhaar card
  • Owner’s photograph

How to do Hypothecation Cancellation?

Follow the below steps to get hypothecation removed from your vehicle

  1. Get the following documents from bank or financial institution which has provided you loan for buying the vehicle.
  • Get NOC stating that you have paid back the entire loan amount. This NOC is valid for a period of 45–60 days. So you have to apply for removal of hypothecation within same period.
  • Get Form 35 stating that your hypothecation agreement with bank can be terminated.

Get 3 copies of these document?—?one each for RTO, vehicle owner and insurance company.

2. Gather the following documents

  • Original Registration certificate
  • Copy of Driving License
  • Copy of Insurance policy
  • Copy of PUC
  • Copy of Owner’s Aadhaar card
  • Owner’s photograph

At some RTOs, you will need to provide self-addressed envelope with phone number, and vehicle number on it. Affix a stamp of required worth on it as per the distance between RTO office and the place of delivery of new RC book/card.

3. Visit the RTO where you registered your vehicle with the documents mentioned above.

a. Find out the officer, who will enter all your details in to the RTO computer system

b. Another officer will approve the details. Visit this officer and provide your documents for approval

c. Pay the hypothecation cancellation fee at the hypothecation counter

d. Submit all the documents along with the payment receipt to officer who approved your document. Officer will give you a receipt.

After this step, officer will ask you to come on a specified date to collect new RC card/book. At some States, the new RC card/book will be posted to your address as per the address provided in the self-addressed envelope mentioned above.

Time required for Hypothecation Cancellation

You will get it within 4 -20 working days.

Charges for Hypothecation Cancellation

Approximate charges for getting a hypothecation cancellation is provided below

· New RC book— INR 100

· Hypothecation cancellation charge- INR 100

6. Duplicate RC

Why is duplicate RC required?

You might require a duplicate RC card if you have lost your RC card or when your RC card gets damaged/spoiled.

Documents required for duplicate RC

  • Filled up Form 26
  • Self-addressed envelope
  • Original notarized affidavit
  • FIR in case of loss of R.C.
  • Insurance Certificate
  • No objection certificate from Bank, if the vehicle is still under loan
  • Pollution under Control Certificate
  • Copy of your ID card

How to get duplicate RC?

In case, you have lost your RC card, please follow the below steps to get a duplicate RC book.

1. Get a notarized affidavit on a 20 rupees stamp paper stating that you have lost your RC card

2. File an FIR in the jurisdiction of station where you lost your RC card. You will get a challan mentioning “RC Card Lost”

3. Download Form 26 and fill all the required information. Affix a passport size photo in it as well.

4. If you have loan pending in your vehicle, then you must obtain the signature from the financier in Form 26

5. Get a self-addressed envelope with phone number, and vehicle number on it. Affix a stamp of required worth on it as per the distance between RTO office and the place of delivery of new RC book/card.

6. Submit the following documents to Superintendent at RTO where your vehicle is registered

  • Filled up Form 26
  • Self-addressed envelope
  • Original notarized affidavit
  • FIR in case of loss of RC
  • Insurance Certificate
  • No objection certificate from Bank, if the vehicle is still under loan
  • Pollution under Control Certificate
  • Copy of your ID card

7. After verification, Superintendent will sign the document and direct you to another officer.

8. This officer will verify your id and sign on Form?—?26. Carry the originals of ID with you for verification.

9. Pay the required fee at the payment counter at RT office.

10. Visit the Superintendent again with payment receipt so that he can verify and sign it.

11. You will get an acknowledgement number which can be used to track the status of your request.

Time required for duplicate RC

You will get it within 30 days.

Charges for duplicate RC

Approximate charges for getting a duplicate RC book is listed below

  • Notarized Affidavit: INR 100
  • Fee for getting duplicate RC card at RTO: INR 205
  • Fee for new RC card: INR 100
  • Self-Addressed envelope with stamp of required worth: INR 30

In addition to it, you need to file an FIR as well, if your RC is lost.

Total charges may vary from INR 300 —INR 1000.

7. Change of Address in Registration Certificate

Why is change of address in RC required?

You need to update your address in RC card/book when you change your address, especially when you change States. This is important because you cannot sell your vehicle with your old address in it.

Documents required for Change of Address

  • Filled up Form 33
  • Original Registration Certificate.
  • Attested copy of valid insurance.
  • Attested copy of address proof of the registered owner.
  • Attested copy of valid pollution under control certificate.
  • Attested copy of PAN Card or Form 60 and 61(as applicable).
  • NOC from financier , if your vehicle is still under loan

How to do change of address in RC?

If the owner of a vehicle changes his residence, he must inform the RTO of his new address within 30 days.

1. Download and fill the Form 33.
