Can startups registered outside Kerala apply for KSUM ID ?

As per the norms of the Government of Kerala for availing unique ID for startups registered outside Kerala, the startup should have a GST registration in Kerala and also satisfying any one of the following conditions:
1. Startup having at least 70% of employees of Kerala domicile.
2. Startup having an office space of not less than 2000 Sq. Ft or 20 seats in one of the startup facilities in Kerala.
