Can I get financial assistance from NORKA as I am waiting for a new visa?

NORKA provides emergency financial assistance of Rs 5000 to people who came home after January 1, 2020

with a valid passport and job visa and is unable to return abroad during corona crisis and
to those whose visa got expired during the lockdown period.

So, if you satisfy any of these conditions, you are eligible to receive financial assistance.

If your visa got expired during the lockdown period and you came home after January 1, 2020, then you are eligible for financial assistance.
