BLO is no authority to reject your application, However in case your application is rejected by the registering authority i.e ERO/ AERO and you are not satisfied with the reason given, you may file an appeal with the appellate Authority i.e District Election Officer, within 15 days of rejection.

Contact BLO officer and request him/her to reject it. Once rejected, you can apply for new application again.
